Pentagon Warns Budget Gridlock Could Cost U.S. Edge Over China

Spending plans in the US Congress are frequently subject to intense scrutiny, primarily as a result of political factionalism. This often poses as a significant obstacle for the Pentagon.

Congressional Deadlock Threatens Military Modernization

Persistent political divisions in the U.S. Congress are creating obstacles for the Pentagon’s long-term spending plans. Defense officials have warned that without a full-year budget, critical military programs—including hypersonic weapons and advanced unmanned aerial vehicles—could face significant delays.

Senior leaders fear such setbacks may weaken America’s position in its strategic competition with China.

Urgent Calls from the Air Force

“We cannot waste time,” emphasized Air Force Secretary Frank Kendall during a recent panel discussion. He highlighted the Air Force’s focus on developing Collaborative Combat Aircraft and other advanced systems designed to outperform the People’s Liberation Army.
Kendall noted that the concept has already lost two years since its inception, cautioning that without a fiscal year 2024 budget, “we may lose another year.”

China’s Accelerated Spending

Under Secretary of Defense for Research and Engineering Heidi Shyu echoed these concerns, pointing out that “China spends an enormous amount of money” on testing and development, while the U.S. faces a budgetary shortfall.

Strategic Stakes

Pentagon officials argue that delays in funding risk undermining U.S. military innovation at a time when China is rapidly advancing its own capabilities. The warning underscores the urgency of resolving budget disputes to ensure America remains competitive in the evolving arms race.
